As far as my choice .28 ga all day long. Much more versatile for game or clays and seriously easy to reload compared to the .410. If you are going to shoot it much you'll want to reload as you won't find any cheap promo shells like you can with a 12 or 20ga.
As far as guns: Take a good look at the new Beretta Silver Pigeon I. It sports a true 28ga scaled receiver and can be had with 30" barrels. I bought one a few months back and have thoroughly enjoyed it.
